Garforth Neighbourhood Planning Forum usually only comments on larger planning projects that affect the whole community. They do not usually comment on panning applications for single homes.
Application no. 26/02886 Land at Garforth Garden Centre Selby Road
The Garforth Neighbourhood Planning Forum wish to make the following statements:
- There is no objection in principle for another sports facility
- It must be noted that this land has been classified as grade 2 agricultural land and in the Green Belt.
- The application states that facilities at the garden centre will be available to participants but the garden centre opening hours means that these facilities will be closed when the Padel courts are most likely to be used.
- Participants will in all likelihood need changing and toilet facilities when the garden centre is closed.
- No doubt there will be future applications to build these facilities which directly affects the ability for this land to revert to and be used for agricultural purposes.
- The NPPF Chapter 19 Policy N1 C) guidance states ‘ avoiding the use of higher quality agricultural land where land of poorer quality is available’.
- There are other sites available in Garforth which would be more suitable and nearer to public transport and employment premises namely the Industrial sites on the Aberford Road which have already been taken out of the Green Belt and permission to develop has already been given.
Application number 26/03046/FU
Rear extension to Flat1 52 Barleyhill Road, Garforth
The Garforth Neighbourhood Planning Forum would like to make the following comments on this application.
- A previous application for an extension to create additional bedroom for a 6 bed HMO in February 2021 was refused 20/08196/FU and the reasons for this refusal should be considered to see if they are still relevant.
- It is not clear if this is just to be a single story extension as the front and rear elevation plans for 52b show a 2 story building.
- The existing ground floor plan show 3 bedrooms, 2 bathrooms, 1 kitchen and 1 living room on the ground floor. The proposed extension plan shows 4 bedrooms, a smaller kitchen area, an additional dining room and the existing living room but with no window.
- The location plan drawing for 52 b does not correlate with the drawings shown on the existing and proposed extension plans
- The parking plans appear to show a similar discrepancy and now there is parking provision for 16 vehicles. Is there provision for electrical vehicle charging?
- It is not entirely clear how many people will occupy 52b and 52a
Whilst there is a need for low cost living accommodation, it should still comply with acceptable minimum standards.
